Ros was born and educated in the Falkland Islands. Following her schooling in the Falkland Islands, she attended Peter Symonds College, Winchester followed by Newcastle University and Guildford College of Law.

She qualified as a solicitor in September 1998 following completion of a training contract with Andrew Jackson Solicitors in Hull. Ros then continued to work in the firm's shipping law department.

Ros returned to the Falkland Islands to take up the role of Crown Counsel in the Attorney General's Chambers in 2000 and was promoted to Principal Crown Counsel (which includes the responsibility of deputising for the Attorney General) in 2006. This role expanded to Head of Legal Services in 2009.

Ros was appointed as Law Commissioner Designate in November 2014 and she expects to take up the role in early 2015. This will be on a two year temporary basis initially.

Outside of work, Ros enjoys running and fishing.
