Introduction

The First Town Hall

After the Assembly Rooms were destroyed by fire in 1911 it was decided that a larger social and business centre was needed. The foundation stone for the Town Hall was laid 25 January 1913 and although it was open to the public from 1915 building work was not finally completed until 1917 at a cost of over £11,000. As well as the main hall on the first floor the Town Hall housed the Treasury, Court House, Legal Office, Auditor/Headmaster’s Office, Munitions Office, Post Office, Public Works Department, Public Library and Museum on the ground floor. The building was accidentally destroyed by fire 16 April 1944 with the loss of numerous records and fire and water damage to a number of those saved.

The Secretariat

There has been a building on this site for many years. The first building, known as The Offices, was erected between 1848 and 1855. In 1938 a concrete block building replaced the old wooden structure and housed the Secretariat, the Treasury and various other Government offices, such as Customs. In March 1959 the building was seriously damaged by fire and some records were lost.

Inward Despatch & Letter Books

From the 1830's until around the time of the First World War, Government records were kept in large copybooks. Any loose materials, such as incoming letters and despatches were bound up into volumes. A number of these volumes were destroyed or badly damaged by fire and/or water in the Town Hall and Secretariat fires. Those identified as too fragile and at risk of further damage were closed to researchers in 2010.

The following scans are of those closed volumes. It should be noted that these volumes are not necessarily in date order and a number of the books are incomplete. To reduce handling and unnecessary stress on the volumes blank pages have not been scanned.

Introduction

These indexes were created over a number of years by history graduates undertaking work experience in the Archives They are from the manuscript book series F, Inward Despatch Books, and cover the period 1901 to1932 (F29 to F77), excluding circular and library despatch books.

Copies of the majority of these despatches will also be held in the National Archives, London, England.

The index of volume H41 was created by the National Archivist as an example for the graduates.

Introduction

The Letters Patent dated 23 June 1843:

And whereas it is expedient that an Executive Council should be appointed to advise and assist the Governor of Our said Settlements in the Falkland Islands and in their Dependencies, for the time being, in the Administration of the Government thereof, We do therefore, by these Our Letters-Patent, authorise the Governor of our said Settlements, for the time being, to summon as an Executive Council such persons as may, from time to time, be named or designated by Us in any Instructions under Our Signet and Sign-Manual to him in that behalf”

In a letter to Lord Stanley dated 21 July 1845 Governor Moody wrote “I have the honor to inform your Lordship that in obedience to Her Majesty’s Instructions I formed the Executive Council for this Colony on the 2nd April 1845.” [H1]

Minutes of these meetings were recorded in a series of manuscript books. The first volume of Executive Council minutes is missing as it was lost in the wreck of the Levenside in Port William. The Levenside was a British barque that had been collecting guano from New Island. She was returning to Stanley to land Governor Rennie, who had taken the opportunity to visit West Falkland. He had taken official papers with him hoping to do some office work whilst on the voyage. On the night of the 26th of January 1852 the Levenside struck on the Billy Rock and foundered in Port William. Everyone on board was saved but the ship was a total loss, as was the Executive Council Minute Book.

The Archives holds a full set of copies of the Executive Council Minutes of Meetings from 1852 to 1976 in nine manuscript books; series P. The later manuscript books are not yet open to researchers.

The Details of Subjects Covered lists was originally a database started as a research aid for Archives staff and therefore some information may be in addition to that in the manuscript book.

Introduction

By a gazette notice published in Stanley 30 December 1845 Governor Moody announced the formation of a Legislative Council of the Falkland Islands and their Dependencies consisting of himself Richard Clement Moody, the Stipendiary Magistrate William Henry Moore and the Colonial Chaplain Reverend James Leith Moody.

Minutes of these meetings were recorded in a series of manuscript books. From Thursday 1st January 1891 the minutes of Legislative Council meetings were also published in the Falkland Islands Gazette commencing with the minutes of the meeting held 29 December 1890.
